The biggest problem that I have—the problem that I think could be alleviated—is sleep. I can’t sleep worth a darn, because I have so much pain—back pain—and I go numb. I don’t really think that I can get a therapeutic mattress, which I think they have. Unfortunately, there is a very rigid set of rules for who gets that, because they don’t want everyone to say that they need it. But there is probably a rigid set of rules because of people with bedsores or documented back surgery. And my situation is very unique because I don’t know what I have; and so, because of that, I’m not going to fit into any category. I’ve done all I can, but I don’t necessarily know the best way to do it.

Because of the limitations of the health care plan provided to prisoners, many medical issues are either untreated or referred to a statewide committee for consideration. This committee, which meets weekly, includes medical staff from a number of prison facilities. Edward notes that these tough-to-call cases lead to some difficult decisions. He used the example of an aging inmate whose arthritis had reduced his mobility:
